Emergency notice on wearing masks in public places

In the cold season, the body's immunity is enhanced in cold weather. China's current global novel coronavirus pneumonia epidemic is on the rise. Sporadic sporadic cases occur in China. Recently, Sichuan, Inner Mongolia, Heilongjiang, Xinjiang, Dalian and other places in China have reported many confirmed cases of local infection and asymptomatic infections. The epidemic situation in Hong Kong has also rebounded, and the number of new cases per day is still at a high level. The situation of epidemic prevention and control is very serious.
Wearing masks scientifically is the simplest, most convenient and economical effective measure to reduce the risk of transmission, prevent the spread of epidemic, reduce the cross infection of the public, and protect the health of the masses. At present, the awareness of prevention and control of some people in our city is weakened, and individual units do not require strict prevention and control measures, do not wear masks, and do not wear masks scientifically. According to the requirements of the notice on printing and distributing the guidelines on wearing masks for the public (Revised Version) issued by the joint prevention and control mechanism of the State Council, in order to effectively respond to the epidemic prevention and control work this winter and next spring, the emergency notice on wearing masks in public places is as follows:
1、 Scope of implementation
（1） Personnel participating in meetings and training in confined spaces.
（2） Medical institutions visit, visit or accompany personnel.
（3） People who take public transportation such as bus, coach, train, plane, etc.
（4） School in and out of personnel, on duty personnel, cleaning personnel and canteen staff.
（5） Service personnel and customers in shopping malls, supermarkets, shopping centers, pharmacies, hotels, hotels and other public service places.
（6） Staff and visitors in and out of exhibition halls, libraries, museums, art galleries and all kinds of office halls, stations and airports.
（7） Customers and staff of barber shop, beauty salon, movie theater, amusement hall, Internet bar, stadium, song and dance hall, etc.
（8） The staff and outsiders who provide services in nursing homes, nursing homes and welfare homes.
（9） Entry and exit port staff.
（10） The personnel who are engaged in activities in elevators and other places with poor ventilation or dense personnel, and those who must wear masks according to the requirements of industry management regulations.
Masks must be worn in a scientific and standardized way, and disposable medical masks or medical surgical masks must be worn in public places. Key personnel and occupational exposed personnel are recommended to wear medical surgical masks or protective masks meeting kn95 / N95 or above.
2、 Relevant requirements
First, departments at all levels, relevant units and the general public should strictly implement the "four party responsibility" for epidemic prevention and control. All districts and counties should implement the responsibility of territorial management and do a good job in the organization and implementation of prevention and control measures such as wearing masks in their respective areas. All relevant departments should implement the responsibilities of industry leaders and supervise the wearing of masks in key places. All relevant units should implement the main responsibility of epidemic prevention and control, and strengthen the management of personnel entering the site such as wearing masks.
Secondly, all public places (business entities) should set up eye-catching and clear tips for wearing masks at the entrance of the places. Those who do not wear masks are forbidden to enter; those who do not listen to dissuasion and disturb the order shall be dealt with according to law.
Third, individuals and families should establish a sense of self-protection, consciously abide by the relevant provisions of epidemic prevention and control, and maintain good habits such as "wearing masks, washing hands frequently, ventilation frequently, and less gathering"; in case of fever, cough, diarrhea, fatigue and other symptoms, they should wear disposable medical masks and masks of above level, and go to the fever clinic of medical institutions for investigation, diagnosis and treatment in time Avoid taking public transport and take personal protection during the process.
Fourth, newspapers, radio, television and other news units should set up special columns for extensive publicity. They should make full use of websites, SMS, wechat and other new media, outdoor electronic display screen, rural radio and other means of communication to widely publicize the current severe situation of global epidemic prevention and control, and remind the broad masses to keep vigilance against the epidemic situation and earnestly do a good job in personal protection.
Fifth, party and government organs at all levels, enterprises and institutions, and social organizations should strengthen the main responsibility, especially when holding meetings and large-scale activities, strictly implement the epidemic prevention and control measures such as wearing masks for all staff. Leading cadres of Party members should play an exemplary role in creating a good social atmosphere for epidemic prevention and control.
