How is degradable plastic bag sticky to return a responsibility?

I bought 50 biodegradable plastic bags online before the new year and put them in the car. I felt that I couldn’t smooth the opening of the bag when I got it. By March, these plastic bags felt that they were sticky, and things often stick when they are put in, the hands are sticky after using the bag, is this the quality is not good enough?
