Why use paper straws for milk tea but not paper cups?

Since it is advocating that the plastic straws in the milk tea shop be replaced with paper straws, why not also change the plastic cups in the milk tea shop to paper cups at the same time?
It is understood that some businesses have recently replaced straws with paper, but still use plastic cups.
