Why are there differences in the prices of plastic raw materials?

The raw materials of plastics are produced by oil companies. Why are the prices of the same material so different? Which institutions (companies) can engage in the production of raw materials? Which companies can sell these raw materials? Please give me some advice. Take PE as an example.
